CATHY HULL AND THE ART OF WAR

Cathy Hull muses illustratively on the 4th American president to preside over US troops in Afganistan, who decided it was time to end the “forever war”and remove remaining US forces deliberately and safely by the 20th anniversary of the Sept. 11 attacks. The Biden administration draw down of troops came sooner than anticipated as U.S. soldiers and an estimated 7,000 NATO allies departed prior to Independence Day. As Alexis de Toqueville observed, "There are two things which a democratic people will always find very difficult - to begin a war and to end it..."
